I see your file is in WMA format, and we only support MP3 format, so the first thing to do is get an mp3 encoder (there are many free and commercial encoders out there). Here are the settings you would use:
Channels: stereo Bit Rate: 128 kbps
Once you generate your mp3, the encoder may have a means to set the ID3 information within the file - which would be your artist name, song title, date it was recorded, your website URL, etc. This step isn't required, but it is a good thing to do, since it allows mp3 players to display at a minimum, the artist name and song title. If your encoder does not have the means to set this, you can find programs that will do this. What I do, is load the song in WinAmp Mp3 player, right click on the song, and I think the item in the menu to select is "Song Info" - which opens a dialog box where you can input this info. Once you are done, click save, and your mp3 is ready.
With your mp3 file all set, you would then sign in to ArtistServer, and create a new song on the site. We provide a few different links/buttons to get this started, probably the easiest, is to click on the ArtistServer logo (top right) to go to the homepage, then click on the "Upload a Song" button - which looks like this: - or you can click this link to begin the process.
Once you are on the form to create your song, fill out the form, set your song license option, and click on the green "create a song" button - the next step, you'll locate the mp3 on your computer to upload, then click on the "next" button, and if you didn't select an icon for your song on the first step, you can select one now - song icons are 60x60 pixles - if you don't have a graphics program to resize your desired image to those dimensions, no problem, just upload your image, and the site will scale the image to the proper dimensions.
The next step allows you to upload an mp3 ringtone of your song - which would require you to edit a copy of your song to the specifications for mp3 ringtones. This would be done in an audio editor, as well as using your mp3 encoder again. Here is some info about the mp3 ringtone requirements:
Tips On Creating Your Own MP3 Ringtones
* mono - phones do not need stereo ringers, it's best to make your ringtone MONO * less than 25sec - try to make your ringtones 15sec. in length or less, and no more than 25sec * select clear sections - ringtones are most effective if they are clear and do not have a lot of sounds in the background * selecting the loop - try selecting the chorus section or the intro of your song if you are not sure of what to use * cut the low end - phones do not reproduce bass well, a good ringtone has more treble and percussion * normalized - if you normalize your ringtone, you'll ensure that it will be loud enough, just don't fry the signal * loud - again, make sure your ringtone is LOUD - not distorting, but very loud and clear * fades - consider doing a fade at the end of your ringtone - phones may not 'loop' the ringtone, but have a pause at the end * test it - please, test your ringtone on a mobile phone if you can

Seems I registered as a "member" and not "artist", so do not have "Upload a Song" button.. here is a partial screenshot of the upgrade page, as i am seeing it:
