I use paint shop pro for my 2d graphics. When I resize anything to 60x60 it turns out crap..yet i see some peoples icons are clear and detailed .. is there a knack to this ?

The key to designing anything that you plan to scale, is to work within the correct 'aspect ratio' - which basically means - this - the song icons are square, so you must work within a square to begin with (for best results). I usually create a new image at 100x100 pixels or 200x200 - then design the icon - usually through manipulating photos - then before I save, I use the resizing features in the graphics app, scale the image down to 60x60 pixels, save, and upload.
another factor with clarity, is the complexity in the image. A lot of detail in a larger image can look like 'noise' when scaled down. When this happens to me, I zoom into the image after I scale it down, i get the pencil tool, sample a color from the image, and draw over the noise/detail - simplifying it so there's less for your eye to track.
there may also be settings for resizing which deal with 'interpolation' - the process where the app analyzes the pixels when scaling to decide which will remain or be added, depending on scaling down or up. The same thing happens when you re-sample audio to a new sample rate, there's an interpolation process to adjust to the resolution change.
